Outreach Director

Part Time

JOB DESCRIPTION

TITLE: Outreach Director

REPORTING FUNCTION: Executive Director

DESCRIPTION:  Responsible for implementing a comprehensive domestic violence and sexual assault outreach counseling program.  Supervise all domestic violence and sexual assault counselors, rape care advocates, DVRT and S.A.R.T. advocates, and counseling interns to insure follow-through in providing outstanding direct and indirect services to outreach clients.  Oversee the legal program including LIBRE and supervise all legal advocates.  Implement a comprehensive outreach counseling program for sexual assault clients.  Be reachable in emergency situations via phone to staff when not on premises.
DUTIES:

Supervisory

  1. Supervise all domestic violence and sexual assault counselors, rape care advocates, DVRT and S.A.R.T. advocates, counseling interns, LIBRE staff, and legal advocate staff.
  2. Facilitate monthly staff meetings and insure that staff communicate and update each other concerning any outreach or legal advocacy issues.  
  3. Oversee staff work time and sign all time sheets, vacation requests, etc.
  4. Assure that you and your staff act consistently with agency philosophy and expectations and help to promote the same in others.
  5. Dismiss supervised staff as necessary for grievous breaches of safety and policy compliance with the approval of the Executive Director.
  6. Assign counseling caseloads to outreach counseling staff and provide them with supervision weekly and as often as needed.
  7. Supervise the DVRT and S.A.R.T. programs including its advocates.  Attend DVRT meetings when requested by the DVRT team leader.  Assist in the recruiting and training of DVRT and S.A.R.T. advocates.  Assist the DVRT team leader in recruiting police departments to the program.
  8. Oversee the FVO program and supervise the DV counselors that perform FVO assessments.
  9. Oversee the Legal Advocacy Program and supervise all legal advocates.  This includes assuring the completion of proper reports to funding sources.
  10. As needed interview and hire new outreach program staff and student interns with the approval of the Executive Director.

Administration

  1. Complete all staff evaluations as necessary.
  2. Maintain a counseling database.
  3. Periodically update job descriptions of positions supervised.
  4. Attend all staff meetings.
  5. Work with Shelter Director to mediate all differences between supervised staff and the caseworker staff.  Further, facilitate meetings as necessary related to the programs of your supervised staff and other staff.
  6. Insure that outreach client files are maintained according to agency standards.
  7. Complete monthly statistics, quarterly outreach program reports, and all other reports required by Warren County and other entities on time and accurately.
  8. Research and/or provide information requested by the grant writer in order to assist the agency in securing appropriate funds.
  9. Review levels of service statistics periodically to determine environmental factors, trends, gaps in service, and impacts on victims and their needs.
  10. Keep all forms, including statistical forms, related to the outreach program up to date.
  11. Produce a Policies and Procedures Manual for the outreach program.  Update as required.
  12. Perform all other related duties as required.
  13. Attend NJCASA and Rape Care Committee meetings as appropriate.

Casework

  1. Maintain a counseling caseload of up to eight clients.
  2. Facilitate the Women’s Domestic Violence Support Group on Monday evenings at the shelter and screen clients interested in joining the group.
  3. Oversee and/or facilitate a sexual assault group and screen clients interested in joining the group.
  4. Provide or coordinate emergency crisis intervention counseling if necessary.
  5. Meet with shelter clients when requested by shelter staff and/or residents.
  6. Network with the batterer’s program coordinator and case conference on an as needed basis.

Education

  1. Develop new outreach programs as needed and as funded.
  2. Assist in portions of the mandated 80-hour staff/volunteer training as deemed appropriate by the Community Education Director.
  3. Facilitate or co-facilitate both domestic violence and sexual assault educational and outreach programs to junior and senior high school students in conjunction with the Community Education Director.
  4. Participate in NJCASA’s listserv to keep up to date on all issues that affect rape care including funding trends, legislation, training, and best practices. 
  5. Train or coordinate training for new outreach counselors, DVRT and S.A.R.T. advocates, counseling interns, LIBRE advocates, and legal advocates, and volunteers.  
  6. Participate in web conferences pertinent to the outreach program and/or pertinent to new funding trends.
  7. Keep updated on all legislative action regarding confidentiality and other issues.

Community Relations

  1. Attend community and state forums as needed.
  2. Interface with other agencies and network or resolve issues.
  3. Write articles for the Enlightener as needed.
  4. Represent the agency and participate in speaking engagements as needed.

MINIMUM QUALIFICATIONS:
Bachelor’s degree in human services field, Master’s degree preferred, at least 2 years supervision experience in direct and indirect services, and management/administrative experience preferred.  Forty hours of domestic violence and forty hours of sexual assault training to be completed in the first year of employment.  Five years of Sexual Assault experience and a Bachelor’s Degree can substitute for the Master’s Degree.


JOB DESCRIPTION

TITLE: Caseworker/Hotline Worker - Part Time Weekend and Holiday Caseworker

REPORTING FUNCTION: Shelter Director

DESCRIPTION:
Responsible for answering the hotline and providing appropriate intervention and referral.  Maintains a specific caseload as directed by her supervisor.  Provides outstanding direct services to shelter residents and former shelter residents.  Ensures that all shelter rules are followed and participates in the maintenance of the physical structure of the shelter.

DUTIES:

Supervisory

  1. This is a non-supervisory position.
Administration
  1. Attend all staff meetings and monthly shelter team meetings.
  2. Review shelter donations when requested to do so.
  3. Maintain shelter client files according to agency standards.   This includes completing the monthly statistical report and documenting daily reports in the log book.
  4. Perform all other related duties as required.
  5. Help identify and support fundraising activities as appropriate.
  6. Report any physical facility problems to the Facilities Manager and your supervisor immediately.  Also, if facilities manager is not available, check resident’s chores and perform exit interviews according to documented policies and procedures.
  7. Go through the medicine closet every 6 months and discard any expired medications.  Let the Facilities Manager know when items are low so that she can purchase new items.
  8. Arrange for own substitutes to replace self if unable to work scheduled time.  Inform supervisor and document as appropriate.
  9. Remain on premises until the next shift arrives – even if the next shift is late or does not arrive.
  10. Work a 40 hour non-exempt week according to your shift requirements.

Casework                

  1. Answer all hotline calls and process calls according to documented policies and procedures.
  2. Follow all documented client intake and exit procedures.
  3. Assess all potential clients according to documented policies and procedures.
  4. Carry a specific caseload.  This includes setting up specific meetings for individual counseling sessions, advocating, referring, goalsetting, assisting clients in completing paperwork, etc.  Complete all paperwork as required and on time.
  5. Provide crisis intervention counseling to shelter clients and hotline callers.
  6. Provide individual supportive counseling to shelter residents.
  7. Assess the status of and identify potential psychological and/or psychiatric behaviors of shelter residents and refer as appropriate.
  8. Assess the status of, identify a need for, and coordinate drug/alcohol evaluations for shelter residents.
  9. Read logbook, all intakes, case notes, and resident files daily.
  10. Discuss any occurrences with caseworker from previous shift and next shift on a daily basis.
  11. Document all client contact (in person, via phone, or no contact) on a case note each day.  Add this information to the client’s file book and copy as appropriate. 
  12. Perform room checks when necessary.

Education

  1. Provide one-on-one hotline and caseworker training for caseworker trainees.  
Community Relations
  1. Attend community and state forums as needed.
  2. Interface with other agencies and network or resolve issues.
  3. Write articles for the Enlightener as needed.
  4. Represent the agency and participate in speaking engagements as needed.

EVENING AND WEEKEND CASEWORKERS

In addition to the above tasks, evening and weekend caseworkers are required to perform the following:

  1. At the end of each shift complete the Caseworker Checklist and place it in the Shelter Director’s mail box.

MINIMUM QUALIFICATIONS:
College degree in human service field preferred, as well as direct and administrative services experience.  Forty hours of domestic violence and forty hours of sexual assault training to be completed in the first year of employment.
